My girlfriend revealed she is victim of past sexual abuse from ages 7-15 by a parent?

Step father to be exact. He is still married to her mother, my girlfriend has told her on two occasions but was met with disbelief. She is now 26 and thinks it is too late to do anything about it legally and for years thought she would just forget about it. However, I looked online and found the statute of limitation in Illinois to be 10 years after the victim’s 18th birthday. So she still has time to put the scumbag away. She now has a five year old girl of her own who is babysat by her mother several times a week and has expressed concern that the step-father in question is getting "too comfortable". What I want, well, what WE want is that he faces the consequences of his actions before he has the opportunity to act on his sick desires yet again.
My question is where does she go from here? Are there any advocacy groups or pro-bono lawyers in the Cook County area of Illinois that will help with something that happened so long ago but within the statute? We need some answers, please help! This man must face the music, and as a man myself I’d like to administer some justice of my own but we all know that would cause more problems for everyone.
